Ethan Lamb maintains a broad regulatory and transactional practice advising communications, technology, infrastructure, and space and satellite clients before the Federal Communications Commission (FCC) and state public utility commissions (PUCs). His regulatory work extends to transaction-related national security reviews before CFIUS and Team Telecom, as well as transfer of control and assignment applications in connection with telecommunications transactions.
Ethan counsels clients on the full range of regulatory requirements affecting telecommunications transactions, including multi-jurisdictional approval strategies, licensing matters, and regulatory diligence. He has developed particular expertise in FCC license authorizations across a range of services and technologies, including space and satellite, wireless, and international telecommunications.
Ethan also represents clients in FCC investigations and enforcement-related inquiries, engaging with Commission staff to mitigate risk and drive efficient outcomes. He regularly advocates on behalf of clients in FCC rulemakings and other regulatory proceedings affecting the communications marketplace.

- Counseling clients through CFIUS and Team Telecom reviews in connection with telecommunications and technology transactions
- Advising on state public utility commission transaction approvals and licensing matters
- Supporting FCC license authorizations, including space/satellite and wireless matters, and related transfer/assignment approvals
- Assisting clients facing FCC investigations and enforcement-related inquiries, including interaction with Commission staff
- Engaging with the FCC on behalf of clients in proposed rulemakings and other Commission actions
- Helping develop robocall mitigation and STIR/SHAKEN compliance programs, including KYC and KYUP diligence expectations
- Assisting on the deal side of telecommunications transactions, including regulatory diligence and closing support
