Overview

Siyi Shen is a litigator and regulatory counselor whose practice spans trial and appellate courts as well as complex environmental regulatory matters.

In her litigation practice, Siyi represents clients across industries such as technology, chemicals, health care, transportation, and energy. She has drafted pleadings and dispositive motions in high-stakes cases involving intellectual property, mass tort, product liability, and complex commercial disputes. She has extensive discovery experience, manages expert witnesses, and develops defense strategies to position cases for favorable resolution—whether through settlement or trial. On appeal, Siyi has briefed matters before the D.C. Circuit and Ninth Circuit involving challenges to federal agency rulemakings in the energy, medical device, chemical, and agricultural sectors, and she has second-chaired oral argument in the D.C. Circuit.

As an environmental regulatory counselor, Siyi advises clients navigating highly technical and evolving regimes under major environmental statutes, including the Clean Air Act, Clean Water Act, RCRA, and CERCLA. She regularly analyzes litigation risk, industry impact, and policy implications to help clients make informed strategic and compliance decisions. She also has significant experience with California’s clean air and climate change laws, policies, and governance.

Siyi maintains an active pro bono practice, with experience in defensive asylum matters before the U.S. Immigration Court. She also advises nonprofit organizations on ESG and climate change issues, such as product sustainability, certifications, voluntary carbon markets, and climate-conscious employee benefits.
