Drawing on more than 40 years of experience before the Federal Energy Regulatory Commission (FERC), state utility commissions and appellate courts, Mark helps clients navigate high-stakes matters involving market rules, transmission access, rate structures, jurisdictional disputes and energy infrastructure development.

Mark has represented pipelines, shippers, independent power producers, developers, utilities, regional transmission organizations (RTOs) and other market participants across the hydrocarbon and electric sectors. His practice increasingly focuses on matters requiring coordination across traditionally separate disciplines, including issues arising from data center development, electric transmission constraints, natural gas supply and generation infrastructure.
Working across both electric grid and pipeline regulatory systems, Mark advises clients on matters involving resource adequacy, interconnection, transmission access, restructuring, bankruptcy-related energy disputes and complex jurisdictional questions. Mark’s experience includes precedent-setting matters involving the Federal Power Act and the Natural Gas Act, as well as litigation and contested proceedings involving the Outer Continental Shelf Lands Act, ISO and RTO market rules, the Interstate Commerce Act and complex jurisdictional disputes.
Outside the office, Mark enjoys skiing—including occasionally picking himself out of the snow on the way downhill.
