Katie Calogero is special counsel in the Governmental Practice in the firm's Washington, D.C. office.
Katie represents clients of all sizes in a broad range of government contracts and international trade matters. Her practice includes:
- prosecuting and defending pre- and post-award bid protests before the Government Accountability Office (GAO), the U.S. Court of Appeals for the Federal Circuit, the U.S. Court of Federal Claims (COFC), federal government agencies and state and local administrative entities;
- representing government contractors in disputes with the federal government, including claims under the Contract Disputes Act (CDA) before the COFC and appeals of contracting officer final decisions to the Armed Services Board of Contract Appeals (ASBCA) and the Civilian Board of Contract Appeals (CBCA);
- conducting internal investigations relating to various government contracting issues and defending clients in Department of Justice (DOJ) and inspector general investigations;
- advising clients in the negotiation of teaming and subcontracting agreements and prime-subcontractor disputes and on issues of small business subcontracting compliance;
- advising clients regarding cost allowability issues and compliance with the Cost Accounting Standards (CAS);
- advising clients on federal procurement compliance issues, including business ethics, organizational conflicts of interest, gifts and gratuities and mandatory disclosure rules; and
- representing clients in anti-dumping and countervailing duty matters, scope review requests, new shipper reviews and circumvention proceedings before the Import Administration and the U.S. Court of International Trade.
Katie is also an active member of the American Bar Association Section of Public Contract Law. She serves as the Vice-Chair of the Accounting, Cost and Pricing Committee and the Young Lawyers Committee. She recently helped coordinate a panel on hot topics surrounding insurance coverage issues that are unique to government contractors and a separate panel on how to quantify government contract claim damages. She also frequently authors articles for the firm's Government Contracts, Investigations and International Trade blog on emerging issues in government contracts cost accounting.
