Jennifer Brough

Overview

Jennifer Brough represents pipeline, electric and renewable energy companies in corporate matters and before government agencies, including the Federal Energy Regulatory Commission (FERC) and the U.S. Department of Energy. She regularly advises clients on complex regulatory compliance issues at both the state and federal levels.

Jennifer’s practice focuses on guiding companies through the energy transition, with an emphasis on greenhouse gas (GHG) emissions reduction initiatives and community engagement strategies. She counsels clients on issues spanning the energy regulatory spectrum, from rate and tariff matters to environmental permitting.

Jennifer has secured federal permitting approvals for major interstate natural gas pipelines, liquefied natural gas (LNG) facilities and natural gas storage facilities across the United States.

In her free time, Jennifer serves on the Advisory Board of the DC Children’s Law Center and as a Girl Scout troop leader. She also enjoys long-distance hiking trips, skiing and cheering on the UCLA Bruins.

  • Energy companies regarding commercial agreements, including transportation service agreements and precedent agreements

  • Offshore natural gas pipelines in abandonment by sale and certificate proceedings before FERC

  • An intrastate natural gas pipeline in securing FERC Section 311 rate authorization
  • An energy marketing and trading company in acquisition of terminal facilities
  • An energy company in a railroad tariff dispute before the U.S. District Court for the Eastern District of Louisiana
  • A public financial institution in managing Securities Exchange Act Section 16 filings
  • Served as in-house secondee for retail electric and natural gas supplier in Philadelphia, Pennsylvania, advising on corporate and regulatory issues
  • Served as pro bono guardian ad litem for minor in custody proceeding before the D.C. Superior Court
