Drawing on both legal and industry experience, he helps clients navigate the evolving energy market and regulatory landscape with practical, commercially focused guidance.
Tom’s practice focuses on transactional and regulatory matters involving natural gas-fired, wind, solar, biomass and geothermal generating facilities, as well as energy storage projects.
He regularly negotiates a range of energy-related commercial agreements for projects in organized and bilateral markets throughout the United States, including

In addition to his transactional work, Tom represents developers and industry associations in proceedings before the California Public Utilities Commission (CPUC) involving electric industry restructuring, transmission development, energy and capacity procurement, integrated resource planning, energy storage mandates and renewable portfolio standard issues.
Before attending law school, Tom worked for an electric utility, experience that gives him valuable operational insight into the energy sector and informs his representation of developers, facility owners, asset managers and other industry participants in sophisticated energy transactions and regulatory matters.
