Overview

Scott Roybal is retired from the firm and is now Of Counsel. Scott was an experienced litigator who represented government contractors and other companies in government investigations, enforcement actions and complex business litigation. Serving clients in any industry, he had extensive experience in matters involving healthcare, aerospace and defense and financial services companies.

With more than 35 years handling False Claims Act (FCA) and whistleblower cases, Scott brought deep insight into how government investigators and prosecutors pursue—and resolved—civil and criminal fraud allegations.

Early in his career, Scott secured a pair of remarkable victories in FCA litigation brought by whistleblowers and the U.S. Department of Justice—successes that few private attorneys have ever achieved. At a time when the government’s newly strengthened FCA made defense wins at trial almost unheard of, he prevailed in back-to-back, high-stakes cases involving complex defense contracts. Facing DOJ trial teams with essentially unlimited resources, he won outright—one before a federal court jury and one before a federal court special tribunal—defeating claims that sought tens of millions of dollars in damages. These results, achieved roughly a decade into his now nearly 40-year career, established his credibility with government counsel and corporate defendants alike and continue to define his proficiencies as a dispute resolution and trial lawyer in FCA and qui tam whistleblower matters.
