Sheppard Advises on Transfer of El Centro Regional Medical Center to Imperial Valley Healthcare District

October 27, 2026Estimated Read Time: 1 min

Sheppard served as lead counsel to El Centro Regional Medical Center (ECRMC) and the City of El Centro, in the transfer of ECRMC, a 161-bed, acute-care hospital in Imperial County, California, together with related real estate owned by the City of El Centro, to the newly formed Imperial Valley Healthcare District (IVHD).

Serving a diverse population across a 5,000-square-mile rural region, ECRMC is a critical provider of rural care in Imperial Valley. The completed transfer marks the culmination of three years of negotiations and coordination and is a significant step toward consolidating three local, financially distressed hospitals into IVHD, strengthening regional healthcare delivery while expanding access to quality care for local residents. As part of the agreement, IVHD will assume ECRMC’s real estate, facilities, equipment, general acute care hospital license and financial liabilities, as well as commit to the ongoing operation of the hospital as an acute-care facility, supporting continuity of essential healthcare services in the community.

The deal was led by Eric Newsom and Megan Rooney, and included Rick Rifenbark, Jordan Grushkin, Gregg Fisch, Ed Musharbash, Christina Nguyen and Maximilian Fuery.
