Scott Maberry is quoted on sanctions placed on Venezuela and how the PDVSA is attempting to get around the restrictions, saying "Oil sanctions in the past have been evaded by using intermediaries. I would not be surprised if this administration is vigilant and does not feel bound by past practices."
