Within the battle to fight climate change in the US is another battle between subnational action and federal restraint on action. In California legislative action, the state’s Cap-and-Invest Program was reauthorized through 2045 and first-of-their-kind climate disclosure regulations SB 253 and SB 261 were passed. In Washington, voters upheld the state’s Cap-and-Invest Program. But, more than once war has been declared on state action and climate action in general from the federal level, and the Trump Administration has withdrawn the US from not only the Paris Agreement (again) but also the UNFCCC, IPCC and other international organizations. The session will discuss state action versus federal blockage, the reality of how the two sides can impact each other and the market uncertainty created by the lack of harmony.
